The Mirrlees report in 2010 was strongly in favour of LVT. Kate Barker’s recent book Housing: Where’s the plan? discusses it briefly but isn’t quite so keen. One of the most accessible recent discussions of the approach is by Andy Wightman (link to the version for England).
Those who aren’t so keen tend to accept the case in principle but argue that the practical/political barriers are insurmountable. Many advocates acknowledge the point. But is it the case that these barriers are insurmountable? Or is there a cunning way to achieve implementation?
